BAKER CITY, OR – The Final Environmental Impact Statement (FEIS) and draft Record of Decision (draft ROD) for the Lower Imnaha Range Analysis (LIRA) project on the Wallowa‐Whitman National Forest is now available for review.
The release of this document initiates the 45‐day pre‐decisional objection filing period pursuant to 36 CFR 218 subparts A and B, which will end May 4, 2015.
In the draft ROD, the Responsible Official, Kris Stein, Area Ranger for the Hells Canyon National Recreation Area (HCNRA), has selected Alternative C of the FEIS to reauthorize livestock grazing on the four allotments in the project area: Cow Creek, Toomey, Rhodes Creek and Lone Pine Allotment.
“Livestock grazing has been permitted on these allotments since the early 1900’s and we realize the importance that grazing contributes to the economy of our area and rural life style of Wallowa County,” shared Kris Stein, HCNRA District Ranger.
Alternative C addresses concerns with Threatened and Endangered Species such as Spalding’s Catchfly (plant), soils, and recreation, and is expected to continue to move rangeland conditions in an improved direction.
“Periodically we need to review the condition and trends of the vegetation and soils to determine whether to continue the permitted grazing for the established numbers and seasons,” Stein said.
The LIRA project area covers approximately 44,000 acres located 35 miles northeast of Enterprise, Oregon in Wallowa County, and is within the HCNRA on the Wallowa‐Whitman National Forest. The proposal is consistent with the 1990 Forest Plan and the 2003 HCNRA Comprehensive Management Plan Final Environmental Impact Statement.
This project was initiated in 2009, with public meetings and field trips with tribal members and interested individuals and organizations continuing through 2011. A draft EIS was released for a 45‐day comment period March 28, 2014, and all comments received were addressed in the FEIS and draft ROD.

Only individuals or organizations that submitted specific written comments during a designated opportunity for public participation (scoping or the 30‐day public comment period) may object (36 CFR 218.5).
