MIDDLE FORK AND CHALLIS-YANKEE FORK RANGER DISTRICTS AND THE SAWTOOTH NATIONAL RECREATION AREA
Emergency Area Closure PROHIBITIONS: Pursuant to 36 CFR 261.50 (b), the following acts are prohibited on the area, roads, and/or trails described in this order, all within the Middle Fork and Challis-Yankee Fork Ranger Districts of the Salmon-Challis National Forest and the Sawtooth National Recreation Area of the Sawtooth National Forest until further notice:
1. Going into or being upon the fire area as described below and depicted on the attached map that is closed for the protection of public health or safety. 36 CFR 261.53(e)
2. Being on a trail described below that is posted as closed. 36 CFR 261.55(a)
3. Being on a road described below that is posted as closed. 36 CFR 261.54(e)
EXEMPTIONS: Pursuant to 36 CFR 261.50(e), the following persons are exempt from this order:
1. Persons with a permit specifically exempting them from the effect of this Order.
2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.
3. Owners of private property.
4. Permitees and contractors conducting currently authorized operations.
Beginning at the junction of Idaho State Highway 21 and Forest Service (FS) Road #008 (T12NR11ES10), proceed northerly along FS road #008 to its junction with FS Road #083; continue northerly along road to its terminus (T13NR11ES33). Proceed West to the Frank Church/River of No Return Wilderness (FC-RoNRW) Boundary. Following the wilderness boundary southwesterly and westerly to its intersection with Valley County and Custer County lines (T12NR10ES3). Follow the county line boundary north to its intersection with Blue Bunch Ridge (T13NR10ES14). Follow Blue Bunch ridge West to its intersection of FS trail #214 (T13NR10ES17). Continue to follow Blue Bunch Ridge north over Blue Bunch Mountain and down to the Middle Fork of the Salmon River Wild and Scenic River corridor (14NR10ES30). Proceed northeast across the Middle Fork of the Salmon River to the northeast side of the Middle Fork Salmon River Wild and Scenic river corridor (T14NR10ES29). Proceed north and north easterly along the river corridor boundary to its intersection with its FS trail #016 (T15NR10ES23). Proceed south easterly along FS trail #016 to its junction with the FC-RoNRW boundary (T15NR11ES31). Proceed north and easterly along the wilderness boundary to its junction with FS trail #005 (T15NR12ES33). Proceed northeasterly along FS trail #005 to its intersection with the ridge separating Little Loon Creek and Duffield Creek drainages (T15NR12ES26). Continue along the hydrological boundary west and south to its intersection with FC-RoNRW boundary (T14NR13ES6). Proceed east-northeasterly and southeast along the wilderness boundary to its location adjacent to FS Road #172 (T14NR13ES11). Proceed south across FS road #172 to the wilderness boundary on the southern side of FS Road #172. Proceed southerly along the wilderness boundary east of the private lands and non-wilderness FS system lands associated with Loon Creek guard station. Continue to follow the wildness boundary east and southeasterly to the Loon Creek summit area (T13NR15ES8). Continue to follow the west side of FS road #172 to its junction with FS road #356 (T13NR15ES18). Continue south along the west side FS road #172. The closure area continues south along FS road #172 while remaining west of all private and patented lands associated with said road, excluding the private and patented lands associated from the closure area. At the junction of FS Road #172 and FS Road #013 (T12NR15ES8), proceed south along the west side of FS road #013 to the section break line between (T12NR15ES8) and (T12NR15ES17). Proceed west along the section break line to a position north of the terminus of FS road #074; proceed south to the West Fork Yankee Fork. Follow the West Fork Yankee Fork south easterly downstream to the section break line between (T12N15ES18) and (T12N15ES19). Travel east along the section break line to its intersection with FS road #013. Proceed south along FS road #013 staying west of all private and patented lands associated with that road to its junction with the SCNF boundary (T11NR15ES20). Proceed west and south westerly along the SCNF boundary to its intersection with FS road #328 (T11NR13ES26). Proceed south along FS road #328 to the Sawtooth National Forest boundary (T11NR13ES35). Proceed west and south along the Sawtooth National Forest boundary to its intersection with FS road #033 (T11NR13ES34), remaining north and west of all private and patented lands associated with the town of Lower Stanley. Proceed along the west and north westerly side of FS road #033 to its intersection with FS road #082. Proceed north and north westerly along FS road #082, staying east and/or north of all private and patented lands associated with said road to its intersection with the north side of the right of way associated with Idaho State Highway 21 (T11NR12ES3). Proceed northwest along the northern side of the right of way to its intersection with FS road #203 (T11NR12ES5). Proceed north and northwesterly along the west side of FS road #203 to its intersection with FS road #008 (T12NR11ES3). Proceed west and southwest along FS road #008 to its intersection with Idaho State Highway 21 and the point of beginning.
The above-described area is within the proclaimed and administrative boundaries of the Middle Fork and Challis-Yankee Fork Ranger Districts of the Salmon-Challis National Forest and the Sawtooth National Recreation Area of the Sawtooth National Forest, Custer and Valley Counties, Idaho.
These closures are necessary to provide protection to forest visitors from the current fire safety hazards associated with the Halstead Fire.
1. This Order will be in effect when signed and shall remain in effect until further notice.
2. A map identifying the closure area is attached and made part of this Order.
3. Any violation of this prohibition is punishable by a fine of not more than $5,000.00 for a individual or $10,000 for an organization, and/or imprisonment for not more than six (6) months. [Title 16 USC 551, Title 18 USC 3571 (b)(6), Title 18 USC 3581 (b)(7)].
4. This Order supersedes any previous orders prohibiting the same acts covered by this Order in the above-described area.
