Preliminary Need to Change
This draft document identifies the need to change the existing forest plan and is the transition in the plan revision process from the assessment to the forest plan development phase. It identifies the strategic current plan direction that needs to be revised (added, modified, deleted) to address the conditions, trends, and risks evident from the assessment analysis. The preliminary need to change helps define the proposed action, purpose and need, and decision framework for the environmental analysis related to the planning process.
